Equally challenging for the project manager, however, is the situation where the brunt of the project work occurs sometimes before the actual completion date.

A highly persuasive project manager may be able to lobby for a few percent more in funding, but probably not much more unless there are extraordinary circumstances. Bottom-Up Budgeting As the name implies, this approach to budgeting takes the reverse course. After constructing work breakdown structure, the project manager consults with project staff members (presumably preidentified) who offer highly detailed estimates of the budget required for each task and subtask at every step along the way.

It helps to achieve outcomes. ● It is clearly a valuable resource. ● It is part of the overall budget in the form of the project manager's salary. For these reasons, I advocate that the project management function of a project be included in the work breakdown structure.
